Construction Begins on New Dalhart Affordable Housing Development

On Wednesday, March 6, 2013, a groundbreaking ceremony was held in Dalhart to commence the construction of the Rita Blanca Apartments, a 28 unit affordable rental housing development targeted to low-income agricultural workers. To finance the construction of the Rita Blanca Apartments, the Texas State Affordable Housing Corporation (TSAHC) has provided a 20-year loan totaling $356,125. Additional financing totaling approximately $2.8 million is being provided by the U.S. Department of Agriculture (USDA) Rural Development. The Rita Blanca Apartments project is being developed by the Guadalupe Economic Services Corporation (GESC), a Texas nonprofit corporation.
The Rita Blanca Apartments will be reserved for families earning 60% or less of the area median income, which is $32,220 for a family of four in Dalhart. All units will receive project based rental assistance from USDA, which allows low-income residents to pay only 30% of their gross income on rent.
