TSAHC’s programs support three main activities: helping developers build affordable housing, helping low and moderate-income households purchase a home, and helping homeowners and renters access the resources they need to improve and maintain their housing stability. Through these services, TSAHC helps thousands of households each year purchase a home or access affordable rental housing.
TSAHC provides fixed rate mortgage loans with down payment assistance to both new and repeat home buyers. Home buyers who have not owned a home in the past three years can also apply for a federal income tax credit called a Mortgage Credit Certificate.
TSAHC also provides affordable single family and multifamily rental opportunities for households in Austin, San Antonio, Fort Worth, Denton and Flint that meet certain income requirements.
I previously worked in the mortgage industry, and I always knew when it was time to buy a home, it would be through TSAHC. Utilizing TSAHC’s programs sped up my ability to purchase a home by a couple of years.

Through our development programs, TSAHC helps affordable housing developers, nonprofits and local governments: build or preserve affordable rental housing; redevelop foreclosed and distressed properties; and acquire, develop and rehabilitate affordable rental or homeownership projects.
TSAHC Programs for DevelopersCady Lofts is a 100-unit Permanent Supportive Housing community located in Central Austin that serves very low-income tenants at risk of homelessness. It is co-owned by SGI Ventures and the Austin Affordable Housing Corporation, a nonprofit subsidiary of the Housing Authority of the City of Austin. TSAHC provided SGI Ventures with $300,000 in loan financing through TSAHC’s Texas Housing Impact Fund Program and a $75,000 grant made possible by a generous donation from Wells Fargo.
In early 2023, TSAHC purchased 22 lots in the Mesquite Wood subdivision and partnered with Harlingen CDC to develop affordable single-family homes on the lots. To date, three homes have been constructed, with two homes sold and one home currently under contract. Nineteen (19) additional homes are planned for the community.
The Texas State Affordable Housing Corporation has awarded $16.5 million in Private Activity Bonds to Foundation Communities to provide capital for the construction and development of Burleson Studios Apartments in Austin. When complete, Burleson Studios will create 104 units of affordable rental housing targeted for extremely low-income single adult households, many of which are currently experiencing homelessness. Fifty units will be reserved for adults earning up to 30% of the area median income (AMI), and 54 units will be reserved for adults earning up to 50% AMI.
TSAHC provides grants to local housing nonprofits, as well as training and technical assistance opportunities to developers and housing counselors. Together, these programs help equip local nonprofits with the resources they need to continue providing high quality housing opportunities to low-income Texans.
TSAHC blends private donations with earned revenue to fund our housing programs. In addition, property donations are critical to the success of TSAHC’s land banking program. This unique revenue structure has enabled TSAHC to become one of Texas’ largest affordable housing nonprofits, serving more low-income families each year.
