Texas Housing Impact Fund

Providing short and long-term loans for developers of affordable housing.

Overview

Through the Texas Housing Impact Fund (THIF), TSAHC provides short and long-term loans to developers to build affordable housing, with an emphasis on empowering local nonprofit builders. Our loan products provide competitive rates and can be combined with other financing to give developers the flexibility they need to create sustainable housing in Texas.

Since its creation in 2002, TSAHC has lent more than $52 million through THIF, helping to create more than 5500 units of affordable housing.

Available Loan Products

TSAHC focuses our lending on construction-phase financing for both multifamily rental and single-family homeownership. Expand the accordions to the right to learn about the loan types we have currently have available. You must meet with TSAHC staff to discuss your potential project before you may apply for funding.
Construction Loans for Multifamily Rental Housing

We provide loans for the construction or rehabilitation of affordable multifamily projects. This product is an excellent solution for a small project or as gap financing for a larger development.

TSAHC can lend up to $2 million, per project, to assist developers acquire and construct multifamily rental housing.

Revolving Lines of Credit for Homeownership

With amounts similar to a construction loan, our revolving lines of credit offer the opportunity for construction or rehabilitation of affordable single-family homes. Funds are available on a revolving basis as homes are sold.

Developers are highly encouraged to review the policies and guidelines for the loan product type requested prior to the meeting with TSAHC staff.

Applications for our loan products are provided to Developers after they have attended a virtual meeting with our team. Once we’ve met and agreed that the proposed project fulfills TSAHC’s program policies, Developers are provided with an electronic copy of the application materials via email.
