TSAHC provides financing options to help developers create affordable housing in Texas. We offer direct loans, land banking, and tax-exempt bonds to help developers build or preserve affordable rental housing; redevelop foreclosed and distressed properties; and acquire, develop and rehabilitate affordable homeownership projects.

Land Banking Services
The Affordable Communities of Texas (ACT) Program is a land bank and land trust program designed to stabilize and redevelop communities. The ACT program relies on more than 25 local nonprofit and for-profit developers across the state. We work with local partners to acquire and redevelop foreclosed homes, vacant land and tax foreclosed properties. These properties are then sold or rented to low-income families.

Available Properties
TSAHC and our local partners often have properties for-sale which we maintain in a searchable database. The properties are either vacant lots or recently developed affordable housing with resale and income restrictions. All available properties are listed on our For-Sale Properties website.

Donate a Property
Property donations are critical to the success of TSAHC’s ACT Program. We rely on federal and private funding along with property donations to expand our ACT program and increase the supply of affordable housing in Texas.

Tax-Exempt Bond Program
TSAHC receives 10% of the state’s annual private activity bond volume cap for residential rental projects which we focus on Targeted Housing Needs that our board reviews and updates each year. Our tax-exempt bonds are issued on a conduit basis. This means the bonds are purchased by private investors to fund affordable multifamily rental housing, and they do not create a debt or liability to the State of Texas.

Development Loans
Through the Texas Housing Impact Fund (THIF), TSAHC provides short and long-term loans to developers to build affordable housing, with an emphasis on empowering local nonprofit builders.
