The Texas State Affordable Housing Corporation (TSAHC) and Health and Human Services Commission (HHSC) established the Affordable Housing Partnership (AHP) in order to administer a program providing no interest forgivable loans to build or rehabilitate affordable, accessible and integrated housing units for persons with disabilities at eligible projects located in Bexar, Dallas, Harris, Tarrant and Travis Counties. Housing created through this program were reserved for qualified individuals receiving or eligible for Medicaid Long-Term Services and Supports (LTSS).
The program was administered through TSAHC’s Texas Housing Impact Fund (THIF), which offers financing for the development, acquisition, or rehabilitation of affordable housing across Texas.

AHP loans are structured as 10-year deferred forgivable debt available to qualified housing projects in Bexar, Dallas, Harris, Tarrant and Travis counties. Projects must reserve between two to five units for qualified LTSS tenants and will receive up to $75,000, per unit in financing.
