Affordable Housing Partnership

The Texas State Affordable Housing Corporation (TSAHC) and Health and Human Services Commission (HHSC) have established the Affordable Housing Partnership (AHP) in order to administer a pilot program providing no interest forgivable loans to build or rehabilitate affordable, accessible and integrated housing units for persons with disabilities at eligible projects located in Dallas and Travis Counties. Housing created through this program are reserved for qualified individuals receiving or eligible for Medicaid Long-Term Services and Supports (LTSS). 

The pilot program is administered through TSAHC’s Texas Housing Impact Fund (THIF), which offers financing for the development, acquisition, or rehabilitation of affordable housing across Texas.

Application Process  

TSAHC is not currently accepting applications for this program. Please check back periodically as additional funds may become available in the future.


Structure of Loans 

Funding is provided as a 0% interest deferred forgivable loan contingent upon compliance with the terms and conditions of the loan for a 10-year period.  Loans under AHP are exempt from closing and origination fees required in the THIF policies.
