Rebuild Kerr Down Payment Assistance

In partnership with the Community Foundation of the Texas Hill Country and Connective, TSAHC is providing down payment assistance of up to $145,000 to individuals and families displaced by the July 4th flooding in Kerr County and Comfort, Texas. First-time homebuyers, veterans and active-duty military can also receive an additional $30,000 in assistance.

Who’s Eligible?
- Residents of Kerr County or Comfort, TX, during the July 4, 2025 floods, whose primary residence was made uninhabitable by the flooding. Residents may be homeowners or renters.
Additional Requirements
- Total household assets of the applicant is limited to $60,000. Assistance will be reduced dollar-for-dollar above this limit.
- Applicants must qualify for a TSAHC mortgage loan (min. 620 FICO) and complete a homebuyer education course.
- To qualify, applicants must meet the income limits listed below.
- The maximum home purchase price statewide is $544,232.70.

Please bring the following documentation when you meet with your lender.
- Income Documentation:
- Tax returns for the last 3 years
- Year-to-date paystub
- Income award statements (ie: Social Security, child support, ancillary income, etc.)
- Asset Documentation:
- Complete the Asset Certification Form
- Veterans should provide DD214
- Active Duty Military should provide enlistment papers or most recent paystub

Connective confirms your flood eligibility and issues an award letter with your assistance amount. Begin the process by filling out the needs assessment form linked below. Select “Downpayment Assistance” under the Needs section of the form.

After you complete the needs assessment, you will be assigned a case manager. Please provide the following documentation when you meet with your case manager:
- Mortgage Loan Pre-approval Letter
- Mortgage Loan Application
- Asset Certification Form
- Proof of residence in Kerr County or Comfort, TX
- Documentation of flood-related damage to primary residence
- Complete TSAHC-approved Home Buyer Education
- Work with a REALTOR® to shop for a home within your budget
Your lender submits your loan package and Connective award letter to TSAHC for final review and approval.
