  • Program Descriptions

    Home Buyer Programs

    TSAHC provides 30 year fixed rate mortgage loans, down payment assistance, and mortgage interest tax credits through two programs: the Homes for Texas Heroes Home Loan Program and the Home Sweet Texas Home Loan Program. These programs make buying a home more affordable by helping home buyers save on both the upfront and ongoing costs of homeownership. 

    TSAHC’s programs are open to first-time home buyers, as well as current and repeat home buyers.  To qualify, home buyers must have a FICO credit score of 620 and meet certain income requirements. 

    Home buyers must also work with an approved mortgage lender and take a home buyer education course prior to closing on their mortgage loan.

    Development Finance Programs

    TSAHC provides a variety of financing tools to help developers build and rehabilitate affordable housing, including:

    • Private Activity Bonds to finance the construction or rehabilitation of multifamily rental housing. 
    • Land banking services through the Affordable Communities of Texas program to help redevelop foreclosed, vacant, and distressed properties.
    • Direct loans and lines of credit through the Texas Housing Impact Fund to finance the acquisition, construction or rehabilitation of multifamily housing or single family homes.

    Nonprofit Capacity Building Programs

    TSAHC provides both grant and training opportunities to help strengthen the services provided by local housing nonprofits.  These opportunities include:

    • Housing Connection—a weeklong annual training workshop for housing counselors and nonprofit developers.  TSAHC partners with NeighborWorks America to offer the instructors and materials.
    • Texas Supportive Housing Institute—a four-month intensive training and technical assistance program for developers interested in building permanent supportive housing. TSAHC partners with the Corporation for Supportive Housing (CSH) to provide the training and instruction.
    • 2025 PSH Symposium—a biannual conference offering 1.5 days of continuing education for developers, property managers, service providers, funders and other stakeholders interested in building permanent supportive housing.
    • Texas Foundations Fund—a grant program that supports home repairs (including disaster recovery repairs), supportive housing services, and housing counseling services provided by local nonprofit organizations.

    Development Finance Programs

    Nonprofit Capacity Building Programs

    The Housing Connection trainings are a great opportunity for attendees to learn new ideas and techniques that they can use in everyday situations to better serve their clients. The agenda of different courses available makes it very hard to choose from, as all the trainings are very much needed, and the scholarship opportunities make it easier for our agency to approve these types of events. I personally would not have been able to continue to serve our Fifth Ward CRC clients without the help of the Housing Connection trainings.

  • Staff Bios

    David Long is the President of the Texas State Affordable Housing Corporation.  In this role, he is responsible for overseeing the daily operations of TSAHC, which includes program development, policies, and staffing, financial, legislative and legal matters. Prior to joining TSAHC in 2001, he spent over 10 years working for the State of Texas and nine years in the banking industry.  David has a Bachelors degree in Finance from California State University at Fullerton.

    Janie Taylor is the Executive Vice President for the Texas State Affordable Housing Corporation. In this role, she oversees the strategic direction and operational management of the housing programs of TSAHC, as well as the marketing and policy initiatives. Before joining TSAHC in 2006, she worked as the Senior Public Relations Specialist for Samsung Austin Semiconductor, where her duties included public relations, internal communications, and corporate philanthropy. Her prior experience also includes her work as a Public Information Specialist with the Texas Lottery and a Corporate Communications Specialist at Sematech. Janie earned a B.A. in Communication Arts from Our Lady of the Lake University in San Antonio

    David Danenfelzer is the Senior Director of Development Finance for the Texas State Affordable Housing Corporation. In this role, he oversees the Corporation's development finance programs including the Private Activity Bond (PAB) Program, Affordable Communities of Texas (ACT) Land Bank, and the Texas Housing Impact Fund (THIF).  Prior to joining TSAHC in 2006, David worked at the Texas Department of Housing and Community Affairs and Enterprise Community Partners Inc..  He is a current member of the Austin Housing Coalition, sits on the Texas Community Capital Board of Directors and is a member of the Internal Revenue Service’s Advisory Committee for Tax Exempt and Government entities.  David received his B.S. from the University of Wisconsin, Madison and MSCRP from the University of Texas at Austin.

    Joniel LeVecque is the Senior Director of Homeownership Programs for the Texas State Affordable Housing Corporation. She is responsible for overseeing the homeownership programs including the Homes for Texas Heroes Home Loan Program, Home Sweet Texas Home Loan Program and the Mortgage Credit Certificate Program, as well as education and outreach efforts.  Before joining the TSAHC team in 2016, she spent seven years working for the Texas state housing agency and 20 years as a mortgage loan officer, mortgage company branch manager and REALTOR®.  Her extensive knowledge of the real estate and mortgage industries gives her a unique perspective when educating families about buying a home.

    Katie Claflin is the Senior Director of Communications & Development for TSAHC. She first joined TSAHC in 2008 in a development coordinator position and was promoted to director of the department in 2017. In this role, she oversees marketing and fundraising activities to grow and support TSAHC's housing programs and supervises the administration TSAHC's grant and training initiatives for local housing nonprofits. Prior to joining TSAHC, she worked with Heart House of Austin and the World Affairs Council of Washington, DC, where her duties included writing grants and marketing materials to support each nonprofit's mission. She earned a B.A in History from Hendrix College and a Master of Public Affairs from UT's LBJ School of Public Affairs and is a proud graduate of the Leadership Austin Essential 45 Class.

    Sarah Ellinor is the Senior Manager of Homeownership Programs for the Texas State Affordable Housing Corporation. In this role, she works diligently to bring awareness to the corporation’s homeownership programs through training lender, realtor and housing counseling partners. Sarah is a big believer in the power of affordable housing and has worked in the industry for more than 10 years. Before joining TSAHC in 2012, she was employed as a housing/financial counselor with nonprofits located in North Carolina, Iowa, and Texas, helping families buy a home and achieve other financial goals.  Her prior experience helps her understand the benefits of homeownership and the challenges facing Texas home buyers. Sarah earned a B.A. in Spanish/International Studies with a minor in Business Management from Central College in Pella, Iowa.

    Michael Wilt is the Senior Manager of External Relations for the Texas State Affordable Housing Corporation. He directs government and peer organization relations, leads capacity-building initiatives for nonprofits and housing developers, and supports communications and media efforts. With more than 15 years of housing and land use policy experience, his background includes representing a prominent real estate industry organization, working in both chambers of the Texas Capitol, and serving under the former Mayor of San Francisco. He sits on the Board of Equidad ATX, the Executive Committee of the Austin Housing Coalition, and the Advisory Board for Urban Land Institute’s Terwilliger Center for Housing. He also sits on the Advisory Board of ULI Austin and has served as Chair of both the Affordability Strategic Council and Housing Local Member Council. He is an avid distance runner and proud father to his daughter. Michael holds a J.D. from the University of San Francisco School of Law and a B.A. in Government and Latin from the University of Texas at Austin.

    Frank Duplechain is the Senior Business Development Specialist for the Texas State Affordable Housing Corporation. In this role, he manages training and business relationships for our network of Realtors and Mortgage Lenders.  Frank has worked in housing and finance since 2013.  Before joining TSAHC in 2018, he spent five years in personal and business banking, managing branches for two national banks. Frank is an LSU Tiger and Cajun originally from Beaumont, Texas.

    Kayla Gillaspy is the Single Family Homeownership Coordinator or the Texas State Affordable Housing Corporation. In this role, she guides homebuyers through the TSAHC process and delivers trainings and support to Lenders and Realtors statewide.  A part of the TSAHC homeownership team since 2020, she is dedicated to empowering individuals—especially fellow Texans—on their path to homeownership. Kayla brings patience, know-how, and a passion for making complex processes clear. From explaining financing and paperwork to celebrating each new homeowner’s milestone, Kayla finds true joy in sharing knowledge and helping dreams take root.

TSAHC staff will come to the venue of your choice to teach a class that provides one free TREC-approved mandatory continuing education (CE) credit to Texas REALTORS®.
