The HEART program, created by the Texas State Affordable Housing Corporation (TSAHC) and Enterprise Community Partners, provides grants of up to $50,000 and technical assistance to nonprofits providing housing assistance to families displaced or otherwise affected by Hurricane Harvey. The HEART Program is funded through generous grants from the Rebuild Texas Fund,* the Meadows Foundation, and the Center for Disaster Philanthropy.
Grants are available in two categories. Organizations may apply for both categories, but award amounts are capped at $50,000 per organization.

The HEART application is a two-step process consisting of a preliminary proposal and a full proposal. Applicants should follow these four steps:
Step 1: Review the Program Guidelines and FAQ.
Step 2: Take the online eligibility quiz.
Step 3: Review the recorded HEART Program webinar, which took place on May 11th.
Step 4: Complete the preliminary proposal. Applicants who pass the preliminary proposal round will receive a formal invitation to submit a full proposal.

*If an applicant is determined to be a better fit for the Rebuild Texas Fund, the applicant will be referred to the Rebuild Texas Fund for further consideration.
TSAHC was created in 1994 as a self-sustaining nonprofit housing organization. At TSAHC we believe that every Texan deserves the opportunity to live in safe, decent and affordable housing. Our programs target the housing needs of low-income families and other underserved populations in Texas who do not have acceptable housing options through conventional financial channels. All TSAHC programs are offered statewide, with special attention given to rural areas and other select target areas.
