The Texas Department of Transportation (TxDOT) has engaged TSAHC to administer the North Houston Highway Improvement Project (NHHIP) Affordable Housing Revitalization Program. Through this partnership, TSAHC will administer a comprehensive grant program aimed at creating and supplementing the affordable housing inventory in the four neighborhoods most heavily impacted by the NHHIP.
A total of $28.5 million will be available as grant funding to support the creation of additional housing units in the four neighborhoods most heavily impacted by the NHHIP: Independence Heights, Near Northside, Greater Fifth Ward, and Greater Third Ward.
The Affordable Housing Revitalization Program is broken out into two phases. Phase I is the creation of a Housing Revitalization Plan to inform grant funding decisions.
In 2024, TSAHC selected AB Land Planning as its consultant through a Request for Proposal process to create the Housing Revitalization Plan. As part of the plan, the consultant team first developed a comprehensive Housing Needs Assessment which TSAHC published in early 2026.
AB Land Planning released the Draft Housing Revitalization Plan in spring 2026, and TSAHC's Board of Directors approved publishing the final Housing Revitalization Plan at their meeting on Tuesday, June 16, 2026.
